Today the automatic government spending cuts called "sequesters" will go into effect at midnight, Ms. Magazine reported March. 1. The cuts that total $85 billion of funding for government programs will have a disproportionately harsh impact on women, not only in the United States but around the world.

At a time when India’s commitment to women’s rights is under scrutiny, the government’s annual budget released Thursday Feb. 28. proposed a number of measures for women, including increased spending to improve their safety and a bank only for women, The New York Times reported Feb. 28.

Delhi Protests Erupt at Rape of 7-Year Old: BBC

House Passes Violence Against Women Act
After nearly a year of partisan infighting on Capitol Hill, the House of Representatives and the Senate have agreed to send a reauthorization of the Violence Against Women Act to President Barack Obama’s desk, ThinkProgress reported. On Feb. 28, by a vote of 286 to 138, the House passed the bipartisan Senate-approved version of the bill, one that includes added protections for LGBT, Native American and undocumented victims of domestic violence. All 138 votes against the bill were Republicans.

A watered down Republican version of the bill, which was offered as a substitute amendment, failed to garner enough votes to slow the process. It was struck down by a vote of 257 to 166. Sixty Republicans voted against their own party’s replacement measure.

Arkansas Senate Overrides Veto of Abortion Bill
The Arkansas Senate voted Feb. 28 to override a veto of a near-ban of abortions starting in the 20th week of pregnancy and backed a separate measure that would outlaw the procedures in most cases beginning in the 12th week, reported the Associated Press.The Republican-led Senate voted 19-14 along party lines to override Democratic Gov. Mike Beebe's veto of the 20-week bill, a day after the GOP-led state House voted to override it.

Saudi Women Arrested for Protesting Detained Relatives
On Tuesday, Saudi security forces in the town of Buraida arrested a group of women protesting against the long-term detention of their male relatives, Al Jazeera reported reported Feb. 27

Fraternity Raises Money for Brother's Gender Transition Surgery
Brothers at the Emerson College chapter of Phi Alpha Tau have started a campaign to help finance female-to-male top surgery for one of their transgender brothers, Salon reported Feb. 26. In one of the fundraising videos, one of Collins’ fraternity brothers explains that, in addition to raising the money, they also hope to paint a picture of transgender campus life by exploring the unique experiences and challenges of being trans and young while navigating a daunting and sometimes hostile health care and college community landscape.


Video Parody Released Calling Out 22 Senators Who Voted Against VAWA
Today the Ms. Foundation for Women released a parody video exposing the ridiculousness of voting against the Violence Against Women Act, The Ms. Foundation for Women said in a statement Feb. 27. A play on the Taylor Swift song, "22", Taylor Swift lookalike calls out all 22 male senators by name who voted against VAWA. The singer and her friends interact with a Marco Rubio impersonator, in a comical scene referencing the water-sipping moment during Rubio’s response to President Obama’s State of the Union address.

Libya's Female Activists Outraged by Overturned Marriage Law on Multiple Wives
Libya’s Supreme Court has overturned a marriage law requiring a husband to secure the approval of his first wife before taking a second, Voice of America reported Feb. 27. This ruling on multiple wives has horrified liberals, who fear the clock is being turned back on advances won during the revolution on women’s issues and the small gains already made under former leader Moammar Gadhafi. Earlier this month, the court quashed the Gadhafi-era Marriage Act (Law 10) requiring men to secure the consent of a first wife before taking a second.

Deadly Breast Cancer on the Rise Among Young Women in the U.S.
A new study documents a worrisome rise in the number of young women diagnosed with advanced, incurable breast cancer in the U.S.A., USA Today reported Feb. 26. The number of American women ages 25 to 39 diagnosed with metastatic breast cancer — which has already spread to other organs by the time it's found — rose about 3.5 percent a year from 2000 to 2009, according to a study in today's Journal of the American Medical Association. The trend began in the 1970s, although the most rapid increases occurred in about the last decade. The study doesn't provide any clues about what might be driving the increase.

Sex Crime Police in London Pressured Woman to Drop Rape Claim
Scotland Yard’s specialist sex crime team put pressure on a woman to drop a rape claim against a man who later went on to murder his two children, The Independent reported Feb. 26. Jean Say, a retired concierge, was jailed for life in 2011 for killing his son and daughter when they went to visit him for the weekend. However, it emerged Tuesday that a rape allegation was made against him in 2008 but was not investigated after a detective decided that the victim had given her “consent”, a report by the police watchdog said. The decision was made despite the incident clearly containing an allegation of “rape involving threats of violence”, the report found.

ACLU Files Discrimination Charge Against Inside Out for Firing Pregnant Woman
The American Civil Liberties Union and the ACLU of Ohio filed a discrimination charge Tuesday with the Equal Employment Opportunity Commission (EEOC) on behalf of Springfield resident Jennifer Maudlin, a single mother of two, against Inside Out, a religiously-based community organization, according to a press release issued Feb.26. The claim alleges that Inside Out fired Maudlin in September 2012 after she divulged that she was pregnant. The ACLU also cites a pattern of hostile treatment toward other women who became pregnant while working at the organization.

Democratic Congressional Campaign Committee to Kick Off 'Women Lead'
Reps. Chellie Pingree and Lois Frankel will lead a new group "Women Lead" to recruit and support female candidates for the Democratic Congressional Campaign Committee in an effort to bolster the party’s already-prodigious edge among women, The National Journal reported Feb.25.  The group aims to “recruit more female candidates, protect women’s rights, expand opportunities and stop the Republican War on Women.”

GOP Call on Investigating How Planned Parenthood Use Federal Funding
More than 60 Republican lawmakers are requesting a Government Accountability Office (GAO) study examining how Planned Parenthood and other organizations that promote or provide abortion services are using the federal funding, The Daily Called reported Feb. 25. The initiative is led by Tennessee Republican Rep. Diane Black, Texas Republican Rep. Pete Olson, and Louisiana Republican Sen. David Vitter who wrote to the GAO last week a letter urging transparency with federally funded programs.

Teen Pregnancy and Abortion Rates on the Decline in the U.S
State teen pregnancy rates indicate that New Mexico has the highest rates of teen pregnancies in the United States and that New Hampshire had the lowest rate in the country, The Christian Post reported Feb. 25. In New Mexico, 93 out of 1,000 teens became pregnant in 2008, where as in New Hampshire only 33 out of 1,000 teens became pregnant the same year. However, the statistics showed that teen pregnancy and teen abortion rates have declined across the nation, and the rate of teen abortions hit their lowest levels since the legalization of abortion in 1973.

Burmese Troops Rape 13 Women, Including Teens
 At least 13 women, including teenagers, have been subjected to prolonged rape by Burmese security forces in a remote village in the western state of Arakan, The Guardian reported Feb. 26. The women all belong to the Muslim Rohingya minority, which has borne the brunt of fighting between Muslim and Buddhist communities. Human rights groups have warned that the incident threatens to trigger further violence in a region where several waves of ethno-religious rioting since June last year have killed more than 1,000 people.
